• The PASS School Safety and Security Guidelines are the most comprehensive information available on best practices specifically for securing K-12 school facilities, including elementary schools, middle schools and high schools.
The Partner Alliance for Safer Schools (PASS) has a singular focus: To provide school administrators, school boards and public safety and security professionals with guidelines for implementing a layered and tiered approach to securing and enhancing the safety of school environments.

Breakout Session: Nebraska Methodist Health System | Beyond the Hardware — Building a Culture of Prevention, Preparedness & Critical Thinking in School Safety
• Creating a safe school requires more than cameras, access control, weapons detection, locked doors, and emergency plans. While each plays an important role, effective school safety depends on how well people, processes, technology, and leadership work together as an integrated system.
Drawing on lessons from law enforcement, emergency management, workplace violence prevention, and healthcare security, this presentation examines school safety through a systems-based approach built around five interconnected functions: Prevent, Detect, Communicate, Respond, and Recover.
Participants will explore behavioral threat assessment and early intervention, layered physical security, situational awareness, reporting culture, emergency communications, technology integration, accountability and reunification, and the critical role employees and students play as the "human layer" of a security system.
Particular attention will be given to preparing people to exercise sound judgment when emergencies do not unfold according to plan. Rather than relying solely on prescriptive procedures, organizations must teach the principles and objectives behind emergency actions so individuals can adapt when conditions change.
An interactive tabletop scenario will challenge participants to apply these concepts as incomplete and evolving information develops during a potential school security incident.
The session ultimately challenges school leaders to look beyond the hardware and consider a broader question: Have we simply implemented security measures, or have we built a safety system capable of preventing, recognizing, responding to, and recovering from a crisis?
